Turning them off
Every browser lets you block or delete cookies. Blocking the first two will not break anything — the tools will simply forget your settings between visits. Blocking the ad network's cookies means you see less relevant ads, not fewer of them.
If you are in a region where consent is required, the banner shown on your first visit records your choice. You can change it at any time by clearing the gg_consent cookie and reloading.
